SAFETY/SECURITY: Violent civil disorder is relatively rare in the country. From time to time, however, demonstrations led by students, protests organized by labor groups, or other routine demonstrations end up into violent confrontations between demonstrators and police. For this reason, US citizens are informed to avoid street demonstrations. 

In recent years, France has been the scene of closely targeted random bombings and political killings. No U.S. citizens have been killed and only one has been injured. These incidents have resulted in an increased police presence at places where people congregates. All people on trains and subways are advised to be vigilant of their surroundings and inform any unattended packages to the nearest authority.  

The National Front for the Liberation of Corsica (FLNC) and the Basque Separatis party (ETA) continue to operate in the Southern France and occasionally attack local government institutions, banks, travel agencies, etc. 

Travel Warnings, Advisories and Areas of Instability: Monaco and France both have relatively low rates of violent crime. Crimes involving larceny have, however, increased. Theft of unattended baggage, pickpocketing, and theft from rental cars or vehicles with non-local license plates occur quite frequently. Criminals frequent tourist attractions such as museums, monuments, restaurants, trains, hotels, beaches, airports, subways, and train stations. Americans in France and Monaco should be particularly vigilant to thief in train stations and subways. In general, travelers should carry limited credit cards, cash, passport, and personal documents at home.

While thieves may be present anywhere, the U.S. Embassy in Paris receives frequent complaints of stealing from several particular areas.  

Paris: 

- Band of criminals operate on the rail link from Charles de Gaulle Airport to downtown Paris by victimizing on jet-lagged, unsuspecting travelers Sometimes one thief distracts the traveler with a question about directions while an accomplice takes a momentarily unguarded backpack, briefcase, or purse. Thieves also frequently time their thefts to coincide with train stops so that they may quickly exit the vehicle.  

- The Number One Subway line, which runs by many major tourist attractions (The Grand Arch at La Defense, Arc de Triomphe, Champs Elysees, Concorde, Louvre, Bastille), is the site of many thefts.  

- Many stealing occur at the major department stores (Galleries Lafeyette, Printemps, Samarataine) where travelers usually leave wallets, passports, and credit cards on counters of cashiers during payment.  

Southern France: 

-Thefts from cars stopped at red lights are commonly reported, particularly in the Nice-Antibes-Cannes area, and in Montpelier and Marseille. The thief is usually a passenger on a motorcycle. Similar happenings have also occurred at tollbooths. Drivers should keep the following items from being seen in public as much as possible: bags, purse, luggage, and other articles that may attract thieves. Car doors should be locked always during travel and keeping the windows closed as well or left only slightly ajar.  

- Criminals often target cars with foreign or CD (Diplomatic Corps) license plates, or rental cars, which are easily identified as such by a license plate number ending in “51.” Rental car companies are in the process of phasing out these plate numbers but this may take quite some time.  

- Snatching of purse by motorcycle riders is also a commonplace occurrence. Over the shoulder bags should be worn when out walking.

The loss or theft abroad of a U.S. passport should be reported immediately to the local police and the nearest consulate or US embassy.

CRIMINAL PENALTIES: While abroad, a U.S. citizen is subject to that country’s regulations and laws which sometimes vary significantly from those in the United States and may not afford the protection accessible to the individual under U.S. law. Punishments for breaking the law can be more harsh than in the United States for the same offenses. Persons breaking the laws of France or Monaco, even unknowingly, may be expelled, arrested or imprisoned. Penalties for possession, use, or trafficking in illegal drugs in France or Monaco are strict and those who are guilty can expect jail sentences and settle monetary fines.  

DUAL NATIONALITY: U.S. citizens who are deemed to have gotten French citizenship may need to serve obligatory military service and other aspects of French law while in the country. Citizens who are caught up in this situation can inquire at a consulate or French Embassy about their status. In some cases dual nationality may hamper U.S. Government efforts to give protection abroad. MEDICAL FACILITIES: Medical care similar to that existing in the United States is widely available. Doctors and hospitals often expect immediate cash payment for health services. The Medicaid/Medicare program does not cover the cost of payment of medical services outside the United States, and U.S. medical insurance is not always accepted in France.

TRAFFIC SAFETY AND ROAD CONDITIONS: While a country abroad, U.S. citizens mayget to experience road conditions which differ significantly from those in the United States. The information below concerning Monaco and France is provided for purpose of general reference only, and may not be totally accurate in a particular circumstances or location. 

Roads in France are generally relatively the same as those in the United States, but driving habits motorists and traffic engineering presents special dangers. Generally, sign placements and lane markings are not as distinct as in the United States. Drivers make themselves prepared to make last-minute maneuvers, as most French drivers do. French drivers usually drive faster and more aggressively than Americans. One particularity of the French traffic code is that of the right-of-way — drivers entering intersections from the right have priority over those on the left (unless otherwise specifically indicated) even when entering relatively large boulevards from a comparatively small side streets. 

Paris — the country’s capital and the major city in France — has an extensive and efficient public transportation system. The interconnecting system of buses, subways, and commuter rails provided services to more than 4 million people a day with a relatively high safety record comparable to or better than those found in major American cities. The same transportation systems can be found in all major cities of France. Between cities, France is served by an equally extensive rail service, which is safe and reliable. High-speed rail links connect the major cities in France. Many cities are also served by frequent air service.  

Drivers in France tend to pass the posted speed limits. On the major highways, service stations are set every 25 miles or less. Service stations are as many on secondary roads as in the United States.
